Downtown Zoning Overlay District

Due to historic uses, Minot’s downtown area is a hodgepodge of various zoning designations from Heavy Industrial(M1) to Residential (R1). Because many of the City’s ordinances are tied to zoning, this makes the development of uniform community standards within what is commonly accepted as ‘downtown’ difficult.

The Solution: An overlay district that captures the entirety of downtown Minot into one area would create an opportunity to standardize practices and development standards in this area that would be beneficial to both downtown and the public. Among issues that could be better addressed with this adoption include:

  • Standardized trash managment policies.
  • Standardized parking requirements within areas commonly thought of as ‘Downtown’.
  • Additional mixed-use development opportunities.

Status & Next Steps
This is a conceptual policy solution that might softly address current circumstances that create red tape or other barriers to redevelopment or district improvement. This idea has been planted within the City’s Community Development Department, but the DBPA Board has not taken a formal position on the issue.
